Most account restrictions or suspensions can be resolved by making a one-time payment or by following the steps eBay gave you in the email in your Messages. For security reasons, sometimes eBay blocks accounts and asks you to provide or confirm personal information.

Sellers can set up blocks, for instance; "You (a seller) can also choose to block buyers based on certain criteria. For example, buyers living in a country you don't ship to, or buyers with unpaid items cases." You can see what country restrictions the seller may have in their shipping details.

Are you trying to exceed your new seller limits ? As a new seller you will have low limits on number of listings and dollar amount listed. You must sell within these limits and get some experience and show eBay that you know what you are doing before they will raise these limits.

Listing banned items or committing a crime. Violate the law or any of eBay's product or communication safety policies and your selling will be restricted.
